Crossbow bill approved; urban archery is in play

In the Dec. 27 edition of Wisconsin Outdoor News, contributor Lee Fahrney wrote:
Madison — After years of wrangling among various sportsmen’s groups over who to leave in and who to leave out, the Legislature passed – and Gov. Scott Walker signed into law – Assembly Bill 194 that expands crossbow hunting opportunities to anyone eligible to buy a hunting license in Wisconsin.
The compromise amendment to AB 194 left some stakeholders relieved that the matter is settled, at least temporarily. It allows for an all-inclusive crossbow season that will run concurrent with the regular archery season, beginning with the September archery opener and ending the first weekend in January (except for the day prior to the gun deer opener).
Under the new law, hunters will be required to indicate which type of bow was used when registering their deer. DNR officials will be directed to monitor the crossbow harvest for the first two years to determine if any changes are necessary after that point. DNR oversight will provide answers to many questions regarding possible overharvest and concerns about restricting opportunities for gun hunters. Officials expect feedback from hunters who may have switched to crossbow use to establish comparisons about the relative safety, effectiveness, and overall satisfaction with regard to crossbows, compounds, and other archery equipment.

Recently returning state veterans can receive free Wisconsin hunting, fishing licenses

MADISON -- Wisconsin resident veterans who have recently returned from active duty in Operation Iraqi Freedom or Operation Enduring Freedom are eligible to receive a one-time free small game, archery, gun deer or annual fishing license, under recently enacted legislation.
2013 Wisconsin Act 20 authorizes veterans to receive a voucher code that may be redeemed at Department of Natural Resources service centers within 365 days of discharge for either a small game, archery deer, gun deer or annual fishing license.
"We are very happy to be able to team up with the Wisconsin Department of Veterans Affairs to show our appreciation to our veterans for their selfless service to our country and offer them yet another opportunity to enjoy the beauty of Wisconsin's outdoors," said DNR Secretary Cathy Stepp.
The DNR already offers all active duty U.S. Armed Forces or Wisconsin National Guard or Reserves service members, resident or non-resident, special license privileges for hunting, fishing and trapping. And residents who are disabled veterans or former prisoners of war receive free admission to state parks and forests.
Veterans who wish to receive a free hunting or fishing license must first contact the Wisconsin Department of Veterans Affairs to determine their eligibility for this program.
Veteran's eligibility-related questions should be directed to the WDVA's Veterans Benefits Resource Center via web chat (exit DNR), email or phone 1-800-WIS-VETS (947-8387).
Veterans can redeem their vouchers in person at any DNR Service Center or by calling the DNR Call Center at 1-888-WNDRINFo (1-888-936-7463) to receive the license by mail or to arrange for pick up at any DNR Service Center.
Veterans can learn more about the eligibility requirements by searching the DNR website for keyword veteran.
The Wisconsin Department of Veterans Affairs will reimburse DNR annually for fees of licenses redeemed via vouchers for veterans

Free Fishing Weekend - January 18-19, 2014

Bundle up and get out there for Wisconsin's Winter Free Fishing Weekend, January 18 - 19, 2014. Residents and nonresidents are welcome!
Girls just want to have fun! Call up a friend and plan an adventure!
Fish anywhere in Wisconsin without a license or trout stamp on Free Fishing Weekend. This includes all inland waters and Wisconsin's side of the Great Lakes and Mississippi River. Other fishing rules apply, such as limits on the number and size of fish you can keep and any seasons when you must release certain fish species. So, pack up the family or call your friends and head to the water for fishing fun!

Just fill out and return this Winter Free Fishing Weekend Planning Form [PDF] by January 10, 2014 and you'll be good to go! Details are on the form. Remember to plan for adults who may have missed the fishing boat as kids! We’ll post your events as we learn of them.

Need fishing gear?

No ice fishing gear? No problem. We have ice fishing tip-ups and jigging rods you can borrow at many state parks and DNR offices. You will need to either use your own ice auger, claim an abandoned hole, or better yet -- make friends with the anglers next to you and get them to drill you a hole or let you borrow their auger. Check out the map, [exit DNR] to see where DNR Ice Fishing Tackle Loaner sites are located. Call the DNR staffer listed for each site to find out what specific equipment is available and to arrange to pick it up and use it.
