Comments sought on Lake Michigan fisheries management plan update

MADISON -- State fisheries biologists are revising the long-term fisheries management plan for Wisconsin's Lake Michigan waters and invite the public to provide input during a second round of public review. Lake Michigan has seen drastic ecological changes in recent years and the new plan will guide fisheries management through the next 10 years.

"We listened to what the public said during an initial public input session and incorporated some of those ideas along with our own thoughts in this draft 10-year plan," said Brad Eggold, Lake Michigan fisheries supervisor for the Wisconsin Department of Natural Resources. "Now, it's time to see whether we are on track with the expectations and desires of the public. We're planning a second round of meetings in early August to give stakeholders additional opportunities for input."

All of the meetings will run from 6 to 8 p.m. and are set for:

  • Monday, Aug. 4, Green Bay - Wisconsin DNR Green Bay Service Center, 2984 Shawano Ave.
  • Tuesday, Aug. 5, Cleveland - Lakeshore Technical College, 1290 North Ave.
  • Thursday, Aug. 7, Milwaukee - at UW-Milwaukee GLRF-SFS, 600 E. Greenfield Ave.
  • Thursday, Aug. 7, Peshtigo - Wisconsin DNR Peshtigo Service Center, 101 N. Ogden Road.

The Wisconsin DNR manages Lake Michigan fisheries in partnership with other state, federal and tribal agencies and in consultation with the public, particularly sport and commercial fishers. The draft 2015-2024 Lake Michigan Integrated Fisheries Management Plan focuses on five areas or visions for the future:

  • A balanced, healthy ecosystem. This vision focuses on protecting and maintaining habitat while minimizing the effects of invasive species.
  • A multi-species sport fishery. This vision includes sustaining a salmon and trout species mix that supports sport harvests. Other elements include improvements to the statewide fish hatchery system that produces fish for Lake Michigan and enhanced near-shore fishing opportunities.
  • A sustainable and viable commercial fishery. This aspect of the plan centers on maintaining the current number of commercial fishing licenses at 80 while adjusting harvest limits to sustain viable populations of key commercial species such as lake whitefish, yellow perch, round whitefish, rainbow smelt and bloater chubs over time.
  • Application of science-based management principles. This vision recognizes the ongoing need for staff training, the ability to employ continually evolving tools and modeling technologies, inter-jurisdictional cooperation and the involvement of trained scientists as well as public stakeholders.
  • Effective internal and external communication. This vision focuses on maintaining a full and open exchange of information and ideas among the public, elected officials, fisheries managers and neighboring states.

"Over the last 10-year planning cycle, we have made good progress and accomplished much of what we set out to do in our previous plan," Eggold said. "We've managed chinook salmon populations to fuel a decade of fantastic fishing. Supplies of trout and salmon for stocking have been enhanced following renovation of the Wild Rose State Fish Hatchery while sturgeon and musky stocking also has improved. In addition, we've removed some barriers to fish passage and constructed a natural fish passage on the Milwaukee River."

However, over the last decade Lake Michigan has undergone major ecological changes and is less productive due to the arrival and proliferation of the exotic quagga mussel. These small freshwater mussels remove large quantities of plankton as they filter the water, short circuiting the food chain and ultimately leaving less for prey fish to eat while negatively impacting some important fish species such as yellow perch.

Beyond the difficulties caused by invasive species, an additional challenge is the need to maintain, update and operate the state's fish production system, including renovating the Kettle Moraine Springs State Fish Hatchery in Sheboygan County, which produces all the steelhead rainbow trout stocked in Lake Michigan.

"Given the challenges and opportunities before us, input from anglers and others is critical in developing a plan that keeps Lake Michigan healthy and reflects the interests of sport and commercial anglers," Eggold said.

HORICON, Wis. - Outdoor skills from birding and cooking to hunting and hiking will be taught by Department of Natural Resources staff and expert volunteers Horicon Marsh Outdoor Skills Day, August 9 from 1 to 4 p.m. No registration is required and the program is free to the public. All ages are welcome.

"There will be something for everyone at this hand-on, family friendly event," said Liz Herzmann, DNR wildlife educator at Horicon. "Even if you don't plan on ever using some of the skills being taught at this event, it can be a great learning experience for anyone with an interest in the outdoors."

The Horicon Bowmen and the DNR are proud to offer the archery camp at this year's event. People of all ages can try archery using the National Archery in the Schools Program equipment. This is the same easy-to-use equipment dozens of schools all across Wisconsin use in their physical education programs.

Explore Bowhunting activities will prepare participants not only for bowhunting season but for all hunting seasons by learning and applying the skills needed to hunt wild game.

Watch a cast iron cook in action and taste delicious treats such as blueberry cobbler all made over the campfire.

Members of the Wisconsin Trappers Association will have a booth with pelts, traps and information for anyone who is interested in learning more about regulated trapping.

A master naturalist will help participants make their own walking sticks, learn about what you should bring on a hike and take a hike out on the marsh trails.

Certified Hunter Safety Instructors will be available with firearm action sets to show proper firearm use and safety.

An expert birder will be on hand to show the basics of binocular use and then put those skills to action on a bird scavenger hunt.

Wisconsin duck and goose calling championship judge, Todd Cook, will be on hand to teach and show the basics of duck and goose calling.

Experienced trout anglers will be available to teach fly tying for people interested in fly fishing for trout.

Hunters, trappers and sturgeon spearers reminded that Aug. 1 is deadline for many season applications


MADISON - Aug. 1 marks a key deadline for many hunters, trappers and spearers in Wisconsin as fall approaches.

Those planning to participate in fall turkey, bobcat, fisher, otter, wolf or Upriver Lakes sturgeon seasons must have their permit applications submitted by noon Aug. 1.

Permit applications can be purchased through the Online Licensing Center on the DNR website, at all authorized license agents, at DNR Service Centers (Hours for service centers vary; check the DNR website for service center days and hours of operation; DNR Service Centers are not open on Saturdays), or by calling toll-free 1-877-LICENSE (1-877-945-4236).

Fall turkey

There will be approximately 96,700 wild turkey permits available to hunters for the fall 2014 turkey hunting season - the same number of permits offered in 2013. Please note that this number is preliminary and may be revised following review. Any fall turkey permits remaining after the initial drawing will go on sale at 10 a.m. on Aug. 23.

Leftover fall turkey permits will be sold by zone until sold out or the season ends. Hunters who receive fall turkey permits in Zones 1-5 will be able to fill their unused permits during the extended season in the zone where the permits were issued. Season dates are as follows:

  • Sept. 13 to Nov. 20 for all seven of Wisconsin's turkey management zones;
  • an extended fall turkey season for Zones 1-5 from Dec. 1 to Dec. 31.

Canada geese

The Natural Resources Board will set waterfowl season dates at its Aug. 13 meeting. It is important to note that Horicon zone hunters no longer need to apply in advance for hunting tags. Hunters in this zone will simply need to indicate their zone preference when they purchase a license. Licenses are available for purchase at any time prior to hunting.

  • Season dates for waterfowl vary annually and will not be available until the Natural Resources Board acts in August.

Bobcat, fisher and otter

The approved quotas for bobcat, fisher and otter will be available on the DNR web page in late July - no major changes are expected from last year. An additional Southern bobcat zone (all of Wis. south of Hwy 64) has been approved for 2014. Those interested in hunting and/or trapping bobcats will need to apply to a specific zone (north or south) and time period (period 1 or 2) for the upcoming season. Bobcat applicant preference points will continue as in the past.

Final permit numbers will be known in August and drawings for all three species will take place in late August or early September. Season dates are as follows:

  • bobcat hunting and trapping: Period 1: Oct. 18 to Dec. 25; Period 2: Dec. 26 to Jan. 31, 2015;
  • fisher (trapping only): Oct. 18 through Dec. 31; and
  • otter (trapping only): North Zone Nov. 2, 2013 through April 30, 2014; Central & South zones Nov. 2, 2013 through March 31, 2014.

Wolf

The total wolf quota has been set at 156, but the quota available to state-licensed hunters and trappers may be adjusted depending on state response to tribal declarations. The Department will maintain a 10-to-1 license-to-quota ratio.

One-half of available permits will be issued randomly among all permit applicants and the second half will be issued through a cumulative preference point drawing. Successful applicants will be notified by letter and may also check their drawing status through the DNR website or any licensing agent. It is the applicants responsibility to know their drawing status. Applicants who are not successful in the drawing will be awarded a preference point toward future drawings.

  • Wolf season will begin in all zones on Oct. 15 and run until the zone is closed by DNR or the last day of February, whichever occurs first. The department has the authority to close hunting zones when quotas are met or if deemed biologically necessary.

Upriver Lakes sturgeon spearing season

Sturgeon spearers have until Aug. 1 to apply for a 2015 Upriver Lakes sturgeon spearing lottery tag or preference point. Participation in the Upriver Lakes sturgeon spearing season on Lakes Butte des Morts, Winneconne and Poygan is controlled through a lottery. Those selected in the lottery will be notified by Oct. 1 that they have been authorized to purchase a license and participate in the 2015 Upriver season (this tag must be purchased before Oct. 31).

Group lottery applications of up to four persons will be accepted. Each group will carry the preference points of the group member with the fewest points. Group applications must be made online through the online licensing center.

Spearers who apply for but are not authorized to purchase an Upriver Lakes license will receive a preference point toward the following lottery, and can purchase a license to participate in the Lake Winnebago spearing season that runs at the same time.
