Natural Resources Board authorizes public hearings to receive feedback regarding Deer Trustee's Report rule packageMADISON -- The Natural Resources Board has authorized public hearings to provide the public an opportunity to provide input regarding the proposed Deer Trustee Report permanent rule package.The Wisconsin Department of Natural Resources plans to hold nine public hearings at locations throughout Wisconsin, slated for January 2015. These hearings will allow for public comment before the department requests adoption of the permanent rule in February. Gov. Scott Walker contracted with Dr. James Kroll to produce the Deer Trustee Report, an in-depth review of Wisconsin's deer management program. Released in 2012, the report proposed over 60 recommendations for improving deer management in Wisconsin. Many of these recommendations were implemented during the 2014 deer seasons under emergency rule. However, these rules are set to expire in June 2015. Hunters experienced some of the more prominent rules regarding County Deer Advisory Councils (CDACs), the Deer Management Assistance Program (DMAP), seasons, units and tagging in 2014. However, these regulations and programs were set up under and emergency rule, and now a follow-up permanent rule package is necessary for the 2015 seasons and beyond. Landowners encouraged to take advantage of incentives to open lands to public for spring turkey huntMILWAUKEE - There's still time for private landowners in southeast Wisconsin to sign up for the Turkey Hunting Access Program for the 2015 season, according to Justin Blindert who coordinates the program for the Department of Natural Resources."This is a voluntary pilot program offered by the DNR that provides financial incentives to private landowners who open their property to public turkey hunting," stated Blindert. "The deadline to enroll is Friday, January 30, 2015. Landowners can still apply after the deadline but only for one year instead of two," he added. Annual lease rates are $5 dollars per acre, per year, with an upfront payment from the state for the term of the lease to May 29, 2016. "For hunters looking to take part in next spring's turkey season, finding available land can be difficult," said DNR Secretary Cathy Stepp. "Both landowners and hunters can benefit from this program. Landowners can take advantage of the financial incentives and hunters can access new areas for the spring turkey hunt." There are currently 745.73 acres in the program in turkey management zone two. Please consult the turkey management zone map for a complete list. Grassland, wetland, forest land and agricultural land are eligible for enrollment. Land adjacent to public land or land enrolled in the Voluntary Public Access Program is not eligible, but land enrolled in the Conservation Reserve Program, Wetland Reserve Program or Closed Managed Forest Law land is eligible for enrollment. Properties greater than 40 acres with more than 50 percent forested cover will receive priority. Spring turkey hunting is the only activity allowed on Turkey Hunting Access Program properties. Land will be open for public use from March 1 - May 29 for legal spring turkey hunting and scouting. For more information, contact your local DNR wildlife biologist. It's a dry landing for Warden Rick and the pool-bound doeSo much for the makeshift trampoline...Warden Rick Reed of Waukesha got a call from a Delafield homeowner about a doe that went for a surprise dip in the emptied backyard pool. “The deer apparently walked across the pool cover and fell through,” Warden Rick says of his Friday, December 12, afternoon call. “It was kind of going crazy underneath there.” The deer’s frantic energy finally propelled its head through the cover at the shallow end. Standing from the house where this photo was taken by Warden Rick, the deer looks a bit like a lawn ornament. “We knew we had to get it out of there but we weren’t sure how.” So, Warden Rick and the landowner decided to start loosening the pool cover straps at the shallow end. “I think we had five or six off and when I went to shake the ice off, she came charging out -- about a foot from the homeowner and me." The deer bolted up into the homeowner’s yard and looked at her rescuers for about 2 to 3 minutes. “And, then off she went.” The landowner told Warden Rick some fawns used the pool cover as a trampoline for fun last year.
