DNR Board approves 2015 deer harvest quotas MADISON -- The Wisconsin Natural Resources Board has approved deer harvest quotas for 2015 designed to manage deer towards population objectives established for each deer management unit. In 2015, 13 management units will not have an antlerless quota, while the rest of Wisconsin will have a quota of 224,735 antlerless deer. The issuance of bonus deer hunting permits, in addition to free farmland zone tags, will include 18,450 tags valid on public access lands and 125,375 valid on private lands. These recommendations represent the next step in a new era of Wisconsin deer management and mark the first year in which County Deer Advisory Councils played a major role in establishing deer harvest quotas and permit level recommendations. In February, the Natural Resources Board approved each council's recommendations for three-year deer population objectives. Deer management units will primarily follow county boundaries, with each larger unit divided into public and private land-types to address differences in deer distribution and help provide for an increase in deer numbers on public hunting lands. Admission stickers are waived for Wisconsin's state parks and forests, trail passes are waived for state bicycle and all-terrain vehicle trails and no fishing licenses are needed to fish state waters. People who camp at state parks still need to pay for their campsites. June 6 is also National Trails Day and Wisconsin is celebrating 50 years of rail trails, with a celebration of 50th anniversary of the Elroy-Sparta State Trail, the first trail established on an abandoned railroad corridors in the nation. The celebration takes place at 2 p.m. at the historic Kendall depot, with a number of bicycle rides and tunnel tours preceding the event. Many other trails are also celebrating with organized hikes, rides or events. People can enjoy free access to state-owned and operated trails that normally require a trail pass for those 16 or older who want to bike, in-line skate or horseback ride. All three initiatives by the Wisconsin Department of Natural Resources were part of a larger fisheries rules package developed with extensive public input and modified to address the feedback received. The new rules will go into effect prior to the 2016-17 fishing season. Following are highlights. Trout Since 2011, the department has held 31 public meetings, conducted three surveys and convened additional task force meetings to develop the trout regulations. The new regulations, designed to protect and enhance fish populations, also create more uniformity for anglers who fish on different trout streams and within small geographic areas. Under the new system, GREEN means go fish, with no length limit, a bag limit of five fish and no bait restrictions; YELLOW means caution, with an 8 inch length limit, a bag limit of three fish and no bait restrictions; and RED means special regulations are in place. Anglers are advised to stop and understand the regulations before fishing. The new rules also extend the opening of the early catch and release season in waters where it currently exists to the first Saturday in January and runs to the day before the regular fishing opener with no five-day closure period. The fall season extends from the current Sept. 30 to Oct. 15. The bacterium Borrelia burgdorferi, which is responsible for Lyme disease, was known to be carried by white-footed mice, wood rats, western gray squirrels, and other small mammals, but fewer studies have looked at the role of birds as reservoirs. "The role of birds in the maintenance of Lyme disease bacteria in California is poorly understood," said lead author Erica Newman, a UC Berkeley PhD student. "This is the most extensive study of the role of birds in Lyme disease ecology in the western United States, and the first to consider the diversity of bird species, their behaviors, and their habitats in identifying which birds are truly the most important as carriers." In the March 8 edition of the Milwaukee Journal Sentinel, Outdoors Editor Paul Smith wrote: Deer hunters using crossbows in Wisconsin last year had a slightly higher success rate and were older than those using vertical bows. In addition, the use of crossbows contributed to a record buck bow kill in 2014. Smith reports that crossbow hunters registered 15,768 bucks, compared with 30,433 bucks taken with vertical bows, and that the total buck harvest was 46,201, which topped the previous high of 45,988, recorded in 2012. Smith quotes DNR wildlife bureau director Tom Hauge as saying, "When I stand back and look at the overall deer harvest, the 47,000 crossbow hunters didn't change the overall trajectory of the season." In Michigan, where crossbows were legalized for all hunters in 2009, 49% of archery hunters used them. If that trend is matched here in Wisconsin, nearly half of archery hunters may be using crossbows in a few years. As the lake's top predator, it's common for both stocked and wild chinook to travel hundreds of miles to feed as they mature and at any given time during the summer, state anglers may catch chinook stocked by Wisconsin, Michigan, Illinois or Indiana. Archers can assist with CWD surveillance In the Sept. 6 issue of Wisconsin Outdoor News, editor Dean Bortz writes: WAUSAU - The state Department of Natural Resources is again enlisting the help of deer hunters in Adams, Juneau, Portage and Marathon counties to assist in chronic wasting disease surveillance in the deer herd this fall. "In the fall of 2012 CWD was discovered for the first time in three wild white-tailed deer in Adams, Juneau and Portage Counties" said DNR Wildlife Biologist Josh Karow. "To better define the geographic extend of CWD, we began focusing additional surveillance during the 2013 fall deer seasons within a 10-mile radius of where we found the three positive animals in 2012." As a result, an additional five CWD-positive wild deer were discovered in Central Wisconsin, three in Portage County and two in Adams County. The Department of Agriculture, Trade, and Consumer Protection reported the discovery of a CWD positive deer harvested from a captive cervid facility in Marathon County in December of 2013. DNR continues to expand CWD surveillance in this area. Hunters can assist with surveillance efforts by having any adult deer harvested within the 10-mile focus areas in Central Wisconsin tested for CWD. Hunters can examine these focus areas by going to the DNR website and enter cwd sampling in the key word search. A map of the Central Wisconsin CWD Surveillance Areas can be found on that web page. WDNR ©2014 Preliminary wild turkey, pheasant, ruffed grouse and gray partridge brood survey results now available for 2014 MADISON - According to preliminary 2014 brood survey results, Wisconsin's wild turkeys saw an increase in both the number and size of broods observed. Pheasant brood numbers have increased compared to last year, while ruffed grouse production was down in several regions. State wildlife officials say an increase for both wild turkey and pheasant broods is encouraging -- wildlife in many areas of the state experienced a relatively severe winter with low temperatures, increased snowfall, and a slightly later-than-normal spring green-up. " Brood production surveys for these species were conducted by Department of Natural Resources field personnel during the months of June, July and August as they went about their normal work duties," said Brian Dhuey, DNR wildlife survey coordinator. "These data are still preliminary and may change, but they can be used as an index to production and will help provide a forecast for fall hunting prospects." Brood rearing conditions mixed, but favorable on the whole. Wisconsin's brood-rearing conditions in 2014 were average for temperature, with much of the state seeing average or slightly below-average temperatures for the months of June and July and average temperatures for August. Above-average precipitation was normal for much of Wisconsin in June, with the state average at 2.53 inches above normal. Precipitation levels returned to normal or below-normal in July and August in the southern parts of the state, but remained at average or above-average levels in the northwest. Weather conditions in early June are critical for turkey, pheasant and grouse broods, as this is when recently-hatched chicks are most susceptible to hypothermia if they get wet. Large rainfall events in much of Wisconsin may have affected brood survival during the month of June, but weather conditions during July and August were excellent for brood-rearing and survival.
