DNR officials respond to several wildfires in recent days, urge alternatives to burning MADISON - With fire danger currently elevated in Wisconsin, it's even more important that people consider recycling and composting instead of burning waste and yard debris, which Department of Natural Resource officials caution may cause wildfires and add pollutants to the air. "Wildfire season is here and it's not a good time to be burning outdoors. Just yesterday, we had a 200 acre wildfire and evacuated 44 homes," says Catherine Koele, DNR wildfire prevention specialist. "Luckily, no one lost their home and no one was injured, but it was a good reminder to consider alternatives to burning, especially right now with the current fire threat." A 200-plus acre wildland fire west of the village of Necedah in Juneau County required the evacuation of 44 homes on Monday. Though it is legal to burn some yard waste in certain areas, the department cautions that debris burning is the number one cause of wildfires in Wisconsin, causing about 30 percent of the state's wildfires each year. April CDAC meetings will provide an additional opportunity to provide feedback as councils finalize their recommendations. Public asked to consider simplified inland trout regulations MADISON -- A color coded system that simplifies inland trout regulations will be up for consideration by those attending the Wisconsin Department of Natural Resources Spring Fish and Wildlife Public Hearing on April 13. The proposed rules, which will be presented at hearings held in conjunction with the Wisconsin Conservation Congress annual meetings, increase fishing opportunities for anglers on Wisconsin's 13,000 miles of trout streams. Scot Stewart, district fisheries supervisor for the Wisconsin Department of Natural Resources, said the proposal received a positive reception at 10 public meetings held statewide last fall. "Through careful management and angler support, trout populations have improved statewide since the rules were last updated in 2003," Stewart said. "During the 2014 public meetings, anglers expressed enthusiasm for the new rules because they will continue to support healthy trout populations while providing more quality fishing opportunities." Since 2011, DNR has held 31 public meetings, conducted three surveys including a survey of lapsed trout anglers and convened additional task force meetings focused on trout. The resulting proposal would reduce the number of special trout regulations from more than 40 to 12. The proposal also would create more uniformity of regulations on trout streams and within small geographic areas. Clinics will be held every hour beginning at 9 a.m. with the last clinic starting at 2 p.m. Members of local fishing clubs organize the clinics, and instruction includes fishing techniques, equipment use, knot tying, safety rules and fish identification. Wildlife experts say bill could be lethal for deer On March 31, Dana Ferguson of the Associated Press, wrote: “Republican lawmakers say they hope to put an end date on deer-feeding bans that have kept some Wisconsin residents from the pastime, but a wildlife expert warns the practice could harm the animals.” Wisconsin law currently prohibits the baiting and feeding of deer in 35 counties: those where CWD-infected deer have been found and adjacent counties. Ferguson reported that the author of the bill, Rep. Adam Jarchow, R-Balsam Lake, proposed the legislation because some residents in his district enjoy feeding and watching deer, which they can no longer do because of the discovery of a single CWD-infected deer in Washburn County in 2012. That discovery led to a ban on all baiting and feeding of deer in Washburn, Barron, Polk and Burnett counties. "We had a nice year of production in 2014," said Scott Walter, Wisconsin Department of Natural Resources upland wildlife ecologist. "Though some parts of the state saw large rainfall events in June, July and August were excellent for brood rearing and survival, and our statewide surveys reported a 22 percent increase in the number of broods seen per observer hour, as well as an increase in brood size." Turkey populations rise or fall from one year to the next, largely in response to weather conditions during critical nesting and brood-rearing periods. According to Walter, we are likely still seeing the benefits of an outstanding year of production in 2012. Despite severe weather conditions during the winter of 2013-14 and a late spring, many reports noted turkey broods with small chicks late in the brood observation period - an indication of successful late nesting or re-nesting activity. Hunters harvested 41,815 turkeys during the 2014 spring season - this was a 10 percent increase from the 37,804 birds harvested in 2013. Spring hunter success rates in the past few years have ranged from 17 to 22 percent.  The 2015 spring turkey season will consist of six seven-day time periods. Each time period will begin on a Wednesday and run through the following Tuesday. In total, 237,768 permits were made available for this spring's hunt, essentially the same number made available for the 2014 spring season. More than 134,000 permits were issued in the drawing for the spring 2015 season - this left just under 104,000 available for over-the-counter purchase. Leftover permits went on sale on a zone-per-day basis March 23, and will be available for purchase until they are sold out or the season ends. Homeowners are encouraged to take precautions to avoid potential conflicts with hungry bears. "More than 800 bear-related complaints are reported each year," said Brad Koele, Wisconsin Department of Natural Resources wildlife damage specialist. "Many of these conflicts occur as a result of some type of attractant, especially bird feeders, garbage cans, grills, uncontained compost or pet food left outside and accessible." Black bears normally avoid contact with people, but when food sources are available bears can quickly learn to associate humans with food. According to Koele, it is especially important to remove these attractants during the spring, as bears are emerging from dens and looking to restore depleted energy reserves when natural foods are limited. It is illegal to intentionally feed bears in Wisconsin, but it is also important for homeowners to make sure they do not unintentionally feed bears via an accessible food source near their home.  If a bear finds food such as bird feed or garbage near your home it will likely return and visits may stop when food is no longer available. Bears will periodically check sites where food was once available, so it may take several days to weeks before a bear will quit visiting a site once the food source has been removed. Homeowners can follow these steps to avoid attracting bears: don't knowingly feed a bear;  completely remove bird feeders, even during daytime hours - bears are active during the day and may cause problems even if the feeders are out only during that time;  clean areas where bird feeders were located so that accumulated deposits of spilled seed are removed; reduce garbage odors by rinsing food cans before putting them in covered recycling containers or garbage cans;  keep meat scraps in the freezer until garbage day, and if possible, keep garbage cans in a closed building until the morning of pick-up;  be sure to lock commercial dumpsters; keep pet food inside or inaccessible to bears even during daytime hours; and  keep barbeque grills and picnic tables clean.  For more information regarding bears and safety, visit the DNR web site at dnr.wi.gov and search keywords bear. The U.S. Fish and Wildlife Service established an experimental framework that will require each season during the initial three-year period to be scheduled in September prior to Wisconsin's regular duck season. Throughout this period, the wildlife biologists would be required to monitor and report hunter success, which will determine the success of the early season. WDNR ©2014 Wisconsin, Michigan, Minnesota launch campaign to prevent spread of aquatic invasive species MADISON - Wisconsin, Michigan and Minnesota share many of the same boaters and anglers - now they're sharing the same message to help protect their iconic waters from aquatic invasive species such as Eurasian water-milfoil, zebra mussels and spiny water fleas. The states are teaming up on a new public service campaign to help carry a consistent message encouraging boaters and anglers to take steps to avoid accidentally spreading zebra mussels, spiny water fleas and other invasive aquatic species when they travel among states. A 30-second television spot began airing May 19 on fishing shows across the region. The spot is available on WIDNRTV, Wisconsin's YouTube channel, and on Minnesota DNR, and also is embedded on the agencies' web pages and shared by a network of partner groups across the states. "We share a common goal of stopping aquatic hitchhikers to keep our Great Lakes and our inland waters healthy," says Department of Natural Resources Secretary Cathy Stepp. "By pooling our resources we can help reach more people with an important reminder as they travel back and forth." Minnesota Department of Natural Resources Commissioner Tom Landwehr says the Minnesota DNR "welcomes every opportunity to work with other states on AIS prevention measures and this multi-state production is a fitting example. It offers a consistent message and a coordinated approach to effectively address the tough issue of AIS." Michigan Department of Environmental Quality Director Dan Wyant invites partner organizations and individuals to share the video to spread awareness. "We encourage boaters to take action by cleaning equipment to prevent the spread of invasive species in our states." Wisconsin and other Great Lakes states have been increasingly trying to work across the region to meet the challenges of invasive species, nonnative species that can cause environmental or economic harm or harm to human health. Outreach was fertile ground for such cooperation, says Bob Wakeman, who coordinates aquatic invasive species efforts for the Wisconsin Department of Natural Resources and who had the idea for the tri-state public service message. "With the help of our partners and on-site recruiting, we were able to capture a wide diversity of people who enjoy our waters," Wakeman says. "We think it's one of the strengths of the video: seeing and hearing average Wisconsinites, Minnesotans and Michiganders on why they love their waters and why it's important to protect them." Marjorie Casey, Minnesota DNR aquatic invasive species information officer, says the multi-state public service announcement "is a good reminder for everyone to read and understand local AIS laws wherever they travel. "The prevention requirements are slightly different across the three states, and the AIS laws for each state are available online." Northern lakes, Walleye bag limit INCREASE -as of May 23, 2014! photo c. WDNR ©2014 Walleye bag limits to increase on 447 northern lakes MADISON - Daily walleye bag limits will increase May 23 on 447 lakes in northern Wisconsin in time for the long Memorial Day weekend. "Having increased bag limits on these lakes is good news for anglers heading north to enjoy the long weekend fishing, hoping to take fish home," said Department of Natural Resources Secretary, Cathy Stepp. "As anglers enjoy the season, we will continue to focus on long-term efforts that will yield less fluctuation and more consistency with bag limits from the start while still effectively managing and protecting the resource for all to enjoy." Find tips on fishing for walleye by checking out the 2014 Wisconsin Fishing Report's fishing forecasts. Anglers' daily bag limit for walleye will increase to five per day on 269 lakes, to three per day on 171 lakes, and to two walleye per day on seven lakes, according to Ron Bruch, DNR Fisheries Bureau Director. "This is a great time of year to fish for walleye," said Bruch. "With spring just arriving, taking ice off the lakes, and with the walleye done spawning, anglers should find hungry fish ready to bite." Anglers should consult the 2014-2015 Guide to Wisconsin Hook and Line Fishing Regulations, signs at boat landings, and the 2014-2015 Revised Ceded Territory Walleye Bag Limits for lake-specific information. Additionally, anglers can now have fishing regulations and other essential information at their fingertips by downloading the free Wisconsin Fish & Wildlife mobile app. Bag limit and other regulation changes are automatically updated to the mobile app to give anglers the most accurate information when and where they need it. Together, the six Chippewa bands harvested 27,433 walleye and 201 musky as of May 22, 2014. The average harvest of walleye since 2004 is 29,907. As part of a 1983 Federal Appellate Court decision affirming Chippewa off-reservation hunting, fishing, and gathering rights, the six bands of Wisconsin Chippewa set annual harvest quotas for off-reservation lakes in the Wisconsin Ceded Territory. To ensure combined tribal and recreational angler harvest does not exceed a sustainable level, the state reduces recreational bag limits in lakes declared for harvest by the Chippewa bands. An administrative rule passed by the state Natural Resources Board in 1998 allows the department to adjust initial bag limits annually to reflect actual spring spearing harvests.
